On the design for building the New Muscovy: Rus’-Horde

In June 2016, President of the Russian Federation V. Putin declared from the rostrum of the SPIEF: “Greater Eurasia is not an abstract geopolitical scheme, but, without any exaggeration, truly a civilizational project, aspiring to the future.” The time of change has come.

In May 2022, at the EAEU forum (Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan), already after the start of the Special Military Operation in the Ukrainian theater of operations, V. Putin, as it were, as a counterweight to the project of a Great Europe of the West from Lisbon to Vladivostok, clarified: “The Greater Eurasian Partnership is called upon to change the political and economic architecture, to become a guarantor of stability and prosperity across the entire continent, taking into account the diversity of development models, cultures and traditions of all peoples”. However, this call has still not acquired the goal-setting of a project with a definition of the architecture, instruments and mechanisms for its implementation.

As for the system of views born in Russia in 2003 with the bold name Sky Politics, the contours of the project for the transformation of Rus’ into the “Kingdom of Truth” appeared in generalized form in 2009 in the brochure “Behold and Heed” and were refined in the books by Devyatov A.: Anti-Kipling (2014), The Mandate of Heaven for the New Horde (2019), China and Russia. Fate and Peace (2020), and others.

From the perspective of Sky Politics, the Greater Eurasia project is seen as built not on a creed and not on an ideology, but only on the ethics of piety, a family of peoples of non-Western civilizations, in essence – the Horde. 

In other words — “Rus’-Horde” — a people-army of the Spirit of Truth of the new epoch of the war of meanings of the “days of wrath” of the biblical Battle of the End of “this age” and the anthropological transition into the “life of the age to come” (in essence, from the old world order into the new – NOVUS ORDO SECLORUM).

Political aspect.

State-building of the New Muscovy: Rus’-Horde is possible on the existing basis of the Union State of Russia and Belarus. As a confederation of sovereign countries of a continental bloc – an analogue and geopolitical counterweight to the countries of the maritime bloc of the British Commonwealth of Nations (marked in green in the figure). 

With a reigning but not ruling head of the Union State of Free Sovereign Republics (USSR-2) – a Sovereign.

In the triangle of the harmony of the world: with a facet toward the PRC as the strategic rear of the Center of the Community of Shared Future for Mankind; with a facet toward the USA as the stronghold of the Great North, themselves in the role of an independent pole of force – the Light from the East.

Economic aspect.

It envisages a phased transition (together with the introduction of new digital money) from the capitalist mode of production to the Asian mode of production of the new era of the information society.

As a combination of private property and the initiative of personally fit natural proprietors with a solidary system of common endeavor for the common good on the basis of the artel principle of the community's "mutual guarantee."

A cybernetic economy of planned husbandry in the upper infrastructural and innovation sector and a non-commercial economy of a network of cooperatives in the lower consumer sector.

On the model of "monastery Russia," namely: the unhurried wealth of the old-Russian north – the ternary harmony of the union of the spiritual authority of holy laborers and the resourcefulness of natural proprietors with the majority's obedience to the strict rule of service to truth.

According to the Law of Change in the monastery as an economic entity, as a result of the addition of the activity of selfless bearers of the idea of the "Kingdom of Truth" on earth with active proprietors, the final recipient of the benefit in the form of an increase in the quality of life of the whole society, closed off from the pernicious influence of the "democracy" of windbags, envious people and dreamers, is the passive majority.

Social aspect.

It is connected with the organization of harmony between the life activity of the population and the natural-climatic specificity and conditions of husbandry of various zones of the political geography of the Eurasian continent.

The requirements of the new era of the information society for stable demography; the employment of the population in creative labor; the healthy, comfortable and joyful life of the people of different regions of Rus’-Orda envisage the grounding of households in compounds (residential complexes) of low-rise wooden buildings with household plots and a separate, developed infrastructure.

The strategy of the harmonious arrangement of the space of Rus’-Orda originates from Closed Administrative-Territorial Formations with a special regime of budgetary provision, social protection measures, and privileges in pay, insurance and guarantees of people's employment.

For example, the industrial park "Great Stone" in Belarus is suitable for high biotechnology industry.

The Azov region agglomeration – for the production of microchips. And a compound with a base in the Novosibirsk Akademgorodok and Tomsk State University – for quantum technologies. 

A project for the entire territory of Rus’ has already been developed by the researcher, academician of architecture and urban planning A.S. Krivov. 

Military aspect.

The new era of the information society has led to the fact that war as the continuation of politics by means of armed violence has acquired a hybrid character, where non-combat methods of imposing one's will on the enemy have come to the fore, pushing "the war of weapons" to the second plane of the forceful accompaniment of power and business.

A threat is stronger and more effective than direct action with inevitable losses, forfeitures and costs. That is why to the classical theaters of war there has now been added the information field of the war of meanings and nerves.

To win in the war of meanings and nerves, counter-propaganda is not enough. To impose one's will without a vivid, clear and truthful project of the future, one that mentally overcomes the image of the future and the project of constructing the future of the enemy, is impossible.

The victory of Rus’ in the existential Battle of the End requires the authorities to part with the dilapidated doctrine of Byzantine cunning, Moscow – the Third Rome, and, on the surge of the energy of the East, to leap to a new beginning of a civilizational project directed toward the future, Greater Eurasia – the Third Orda.
