On the prospect of ending the conflict in the Ukrainian theater of operations

America – yesterday an enemy of the RF unto life and death – now, under the benevolent pressure of US President D. Trump, is rapidly turning, if not into a bosom friend, then into a partner in the search for a way out of the crisis of the old world order.

Against the backdrop of change, friends of the US dollar in the RF breathed freely.

President Putin's administration strongly recommends that the media refrain from delight and benevolent expectations.

The Lavrov-Ushakov diplomacy is ready for lengthy negotiations: Trump's peace plan for Ukraine is not clear to the MFA of the RF.

And President Putin's personal representative, Kirill Dmitriev, with all his heart and all his thoughts, is hastening the deal with the US on the speedy end of the conflict in the Ukrainian theater of operations.

From the remarks of K. Dmitriev in an interview for the press on 18.02.25 and important comments of the Chabad Jewish organization, it can be inferred that the terms of the deal on the part of the RF concern the following:

- The US will restore investment cooperation with the RF in joint projects in the Arctic.

- 300 billion dollars of RF assets frozen in the West will go to the reconstruction of the territories of Ukraine that have become part of the RF (Kherson and Zaporozhye regions).

- The southeast of Ukraine: Odessa, Nikolaev, Dnepr, Kherson, Zaporozhye and Kharkov will separate from Ukraine and become part of Novorossiya ("Heavenly Jerusalem" or otherwise New Khazaria) under the armed cover of the Armed Forces of the RF in the Republic of Crimea.

The Government of the RF, in the Strategy for the Development of the Mineral Resource Base until 2050, acknowledged dependence on imports of equipment for the extraction and exploration of minerals. It amounts to more than 90% for drilling equipment, 50% for mining machines, 30% for ground geophysical equipment, and so forth, and so on.

This explains the Kremlin's compromise on the terms of the deal on
ending the conflict in Ukraine by peaceful means, primarily with regard to the US development of the natural resources of the Arctic.

It may be a matter of drawing the Americans into the Arctic LNG-2 project, frozen after the US Treasury imposed sanctions on 14.09.23 against companies providing engineering, construction and transport services for the project. The sanctions hit companies and vessels included in the logistics structure for gas transportation and from the Yamal LNG plants.

As a result, the project, which is of strategic importance for the Government of the RF, effectively ceased operation, and the foreign participants: China, France, Japan – scattered.

Thus, the essence of the US deal with the RF in the Arctic consists in pushing out of the development of the region's natural resources, primarily China, and resembles the scheme of pushing Britain out of the development of Middle Eastern oil, which occurred as a result of the "Quincy Pact."

The "Quincy Pact" is an agreement signed immediately after the Yalta Conference on 14.02.1945 aboard the US Navy cruiser Quincy in the Suez Canal between US President Franklin Roosevelt and King Abdulaziz Ibn Saud of Saudi Arabia.

According to the pact, the US received exclusive rights to explore, develop deposits and purchase Saudi oil in exchange for political and military protection of SA from external threat. The pact became the basis for the petrodollar as a world currency.

And the capitalization of the Arab-American Oil Company – Saudi Aramco – reached 10 trillion dollars.

Now China has become the largest importer of oil. And over the past few years the Saudis have been smoothly increasing sales of raw materials for yuan. Today, 25% of their exports already go in the currency of the PRC. According to some data, Saudi Arabia did not extend the "50-year dollar agreement with the US," which expired on 9 June 2024.

The situation on the oil and gas market does not please the US.

The Trump administration is especially alarmed by China's strategic interaction with Russia, which the US intends to destroy as a priority.

Therefore, the official diplomacy of Lavrov – Ushakov / Rubio – Waltz and the commercial deal of the special representatives K. Dmitriev \ S. Witkoff proceed in parallel at different paces and are aimed at different results.

The diplomacy of the RF emphatically stresses that "the Russian-Chinese foreign policy tandem is the most important factor in world affairs. It is strategic in nature, is not subject to external influence and is not directed against anyone." And Xi called Russia and China "good neighbors who cannot drift apart, and true friends who share joys and sorrows, support each other and develop together" (telephone conversation V. Putin – Xi Jinping of 24.02.25).

Whereas in the triad of forces, the near-term prospects of American-Russian and Chinese-American relations, which the US builds on a commercial basis, remain outside the framework of official political rhetoric.
