Towards the 5th Plenum of the CPC Central Committee – October 2026

The tectonic processes of global transformation, having cosmic foundations in the energies of the stars of the constellation Aquarius, call for a cultural revolution of the new era of the information society.

The surge of the energy of the East led to the "Rise of Asia." China became the leader of the new cycle of capital accumulation resting on artificial intelligence. The communist party ruling in the PRC faced the historical task of leading the creation by the peoples of the Community of Shared Future for Mankind (共同构建人类命运共同体).

The Chairman of the spiritual, secular and military power of the People's Republic of China, Xi Jinping, in fulfillment of the historical mission of building a bright future of the common good (共享未来) consistently put forward a series of initiatives for the realization of the design.

Having begun with the Economic Belt of the New Silk Road and the 21st Century Maritime Silk Road (Belt and Road), Xi Jinping's initiatives consistently extended to global civilization, global development, global security, global governance.

In order to bind these initiatives together by a single design of the project of the Great Unity (大同) a binding by a cultural belt is necessary.

The road-route (lu - 路) must become the Way of Heaven (Dao - 道).

On 23.03.13 in Moscow, in the "throne" speech ''Keep Pace with the Times, Promote Peace and Development on the Planet,'' Xi Jinping, speaking of the historical concept of Chinese-Russian relations, elevated the ancient trading tea road of the 18th–19th centuries (茶葉之路) to the scale of the boundless "greatness" of a civilizational project (万里茶道).

In October 2026, the 5th Plenum of the CPC Central Committee will set the guidelines for the course and line of policy of the 21st Party Congress coming in 2027. Without any doubt, the time has come for a serious conversation about the creation of the Cultural Belt of the Great Tea Road (万里茶道文化带).

According to the assessment of Sky Politics theorists, the joint creation of the Cultural Belt of the Great Tea Road can be carried out within the framework of the SCO as a network project modeled on the strategic game of Go (围棋). This ancient game is a cultural invention of China and is numbered among the noble arts. It is the art of thinking – of generating new ideas. Ideas that become reality of their own accord.

The first "great stone" of spiritual control over the space of Greater Eurasia has already been laid. This is the Church of the Holy Prince Alexander Nevsky, founded in 1882 by Russian tea merchants at the entrance to the Great Tea Road, in the Hankou district of the city of Wuhan (汉口东正教堂).

Today it is the "House of Russian-Chinese Cultural Exchanges".

The essence: how the Greater Eurasia – Third Horde project is to receive the Mandate of Heaven (天命), and how to make the House of Cultural Exchanges in Hankou a place of presence of the Shanghai Spirit (上海精神) is already known.

As for the space beneath the eight-rayed guiding Star of Bethlehem in the dome of the church in Hankou, it should be filled with an exposition of the Cultural Belt of the Great Tea Road, as a strategic instrument for forming a new type of international relations based on shared spiritual values, and not only on the pragmatism of interests.

The project of the Cultural Belt of the Great Tea Road was announced by the Institute of Russian-Chinese Strategic Interaction (IRCSI) on 31.07.2019 at a round table in the Civic Chamber of the Russian Federation.

Sky Politics – power from heaven (天缘政治学) – is a doctrine of time born in Russia, not copied from anyone.

If space (the domain of geopolitics) is filled with energies, then time is filled with spirit. Spirit is the good will of people (goodwill).

Sky Politics tells by what methods time can be exchanged for the resources of the information society, the chief of which is "goodwill" – the creative abilities to create the new, the unprecedented.

The Spirit breathes where it wills. But it is inexhaustibly present in sacred places of power (power has a point of application and a vector). These places of the power of the Spirit differ among different civilizations.

About the Truth (the Law of the Universe in the Kabbalah of the Jews, the Dao among the Chinese) nothing definite can be said, for the Truth lies beyond the limits of human consciousness.

To people of different nations only the truth is given, and each has their own.

The Truth manifests itself in people as the wave resonance of the "call of the heart" as the Grace of the descent of the Spirit of Truth (revelation).

With the coming to Earth of the cosmic energies of the constellation Aquarius, the destiny of Russia has become Universality, attained through supra-worldliness.

A world-historical-scale political theory of purely Russian origin is Leninism – the "red" principles of an enlightened dictatorship of the common good. The sacred place of the spirit of Leninism is Lenin's Mausoleum on Red Square in Moscow.

The sacred place of the Shanghai Spirit at the entrance to the Great Tea Road of our time has been found in the "House of Russian-Chinese Cultural Exchanges" – beneath the vault of the Russian church in Hankou.

Thus, the route of the Cultural Belt of the Great Tea Road is called upon to link these sacred points of the spirit, which will imperceptibly make Russia a spiritual mentor, and China a powerful patron of the countries and peoples of the SCO Community of Shared Future.   

In the 21st century, "together build the common destiny of mankind» means «jointly strive for success and share success with all». This is the main meaning of «China's Project», which Xi proclaimed on 18.01.17 (中国方案就是:共同构建人类命运共同体，共赢共享).
