Towards the SCO Summit 31.8-01.9.26 in Bishkek

The famous British Freemason R. Kipling prophetically asserted: "East is East, and West is West. And they shall never meet until Judgment Day". This phrase conceals the irremovable root cause of the Russian-Ukrainian armed conflict of 2022 – 2026.

This circumstance was captured by the monument to the 1000th anniversary of Russia (1862), personifying Peter I's European choice (the main figure under the angel's wing), while the figures of the first crowned Tsar of All Rus', Grand Prince of Moscow, Vladimir, Novgorod (not of Kiev), Tsar of Kazan, Tsar of Astrakhan, and others – Ivan IV the Terrible, heir of the Golden Horde – are not on the monument.

The "Gatherer of the Russian lands" with the pro-Western idea of "Moscow – the Third Rome" is represented on the monument by the Grand Prince of Moscow and All Rus' Ivan III, who adopted the double-headed eagle emblem from Byzantium.

The rejection of "Tatar honor" on the monument to Russia is also personified by the figures of four Grand Princes of Lithuania (Gediminas, Algirdas, Vytautas, Kęstutis), for in the 13th-14th centuries they were united with the Grand Princes of Moscow by one state. That state was the Golden Horde. From the khans of the Horde both the former and the latter received yarlyks for rule, for example: Mamai's yarlyk to Algirdas (1362), Tokhtamysh's yarlyk to Jogaila (1392–1393), Tokhtamysh's yarlyk to Vytautas (1397–1398), Ulugh Muhammad's yarlyk to Švitrigaila (1431). Here too is the one crowned in 1253 by Pope Innocent IV the First King of Rus', Grand Prince of Kiev, Prince of Galicia and Volhynia (Western Ukraine) Daniel of Galicia. There are no Genghisids on the monument to the 1000th anniversary of Russia.

The adjustment of history with the reinterpretation of the Horde root of Rus' into an imperial-Byzantine one occurred under the influence of the inoculation from the Vatican to the pre-schism Russian tsardom of the "White Tsar of Truth" with the Pauline spirit of the soulless state tyranny of Rome.

A different view of the origins of the centralized Russian state is contained in the chronicles of two ancient civilizations of the East – the Chinese ("Yuan Shi") and the Persian (Rashid al-Din, Juvayni, Nasawi). 

Be that as it may, in the 13th-14th centuries the peoples of China, modern Russia, Central Asia, Iran and Transcaucasia lived for 200 years in one Single state of Genghis Khan (Yeke Mongghul Ulus).

Russia's heritage is not from Kievan Rus', but from the Golden Horde, as a distinctive civilization between Europe and Asia, is substantiated in the concept of Russia – Eurasia by a number of Russian Eurasianists: from the Slavophiles (A. Khomyakov, K. Leontiev, N. Danilevsky), through the White émigrés of the 1920s (N. Trubetzkoy, P. Savitsky) and ending with the Neo-Eurasianists (L. Gumilev, S. Kara-Murza, A. Dugin). 

According to N. Trubetzkoy, the Horde heritage in Rus' is based on a sense of personal loyalty, heroism, spiritual hierarchy and faith in a higher principle (Heaven). These values are incompatible with European philistinism, forming an antithesis to Western mercantilism. 

In modern politics, the President of Kazakhstan N. Nazarbayev back in 1994 put forward the initiative to transform the CIS into a Eurasian Union of States. Today the policy of assembling the peoples – heirs of the Great Horde of Genghis Khan is pursued by the leader of the PRC, Xi Jinping.

The political, financial, economic and technological framework for the assembly of the former uluses is the Shanghai Cooperation Organization. These are: the Ulus of the Great Khan (inherited by China), the Ulus of Jochi – the Golden Horde (inherited by Kazakhstan), the Ulus of Chagatai (inherited by Uzbekistan) and the Ulus of Hulagu (inherited by Iran).

On the creation of the Community of Shared Future of the SCO was announced by PRC leader Xi Jinping at the SCO summit in Qingdao in 2018.

The entry of the Russian Federation into the Community of Shared Future of the Peoples of the SCO is implied, as it were, "by itself," yet it is not officially declared anywhere and is not written into the formulations characterizing the relations.

Against the backdrop of the statement by the President of Kazakhstan, K.-J. Tokayev, on 19.05.26 that "Kazakhstan is the direct heir of the Golden Horde," the place of the Russian Federation so far remains within the framework of the doctrine of Moscow – the Third Rome. And therefore, in the context of the status of the Russian appanage principalities within the Single State of Genghis Khan (Chinese: Yi Guo) it may even now be perceived as a "tributary" of resources into the supra-state structure of the single family of peoples of non-Western civilizations under the leadership of the PRC.

To correct the defect of the Byzantine conceptual framework of the Russian Federation in the new era of the rising tide of energy from the East, since 2016 a "specter of Eurasianism" has been fermenting in the Kremlin, now having taken the form of the "Spirit of Anchorage." 

Against the backdrop of foreign-policy perturbations in the trinary bundles of forces: PRC – USA – RF \ RF – Ukraine – EU, the SCO Summit 2026 in Bishkek could become a platform for the formal pulling of the RF out of the dilapidated doctrine of Moscow – the Third Rome into the future-oriented doctrine of Greater Eurasia – the Third Horde.

Thus, in historical retrospect, security, as the stated root cause of the Special Military Operation of the Armed Forces of the RF and the goal of resolving the problem of NATO's expansion to the East in the Ukrainian theater of operations by military and military-technical means (Ryabkov's Ultimatum of 15.12.21), is nothing other than a conceptual ambush.

In the fifth year of combat operations, the danger of a drone attack by the Armed Forces of Ukraine on fuel infrastructure facilities (refineries, pumping stations, port terminals), defense industry sites, equipment basing locations and key transport logistics throughout the entire territory of the European part of Russia, including Moscow and St. Petersburg, has buried the original design of security.

The practice of unfolding the conflict has confirmed the conclusions of the book by the second president of independent Ukraine, former "red director" L. Kuchma, "Ukraine Is Not Russia."

A variant for ending the conflict already in 2026 and escaping the ambush of the irremovable root cause of the Ukrainian mentality would be the partition of Ukraine in the Spirit of Anchorage along historical ethno-cultural borders: Galicia and Volhynia – to Europe, Novorossiya – to New Khazaria, Little Russia – a buffer, Donbass – to Russia.

Whereas the specter of Eurasianism by 2028 could, by the "Leninist course of an enlightened dictatorship," materialize into the cherished transfiguration of Rus’ into the Kingdom of Truth. Which would at once secure a worthy role and place for the RF in the Community of Shared Future of the SCO.
