ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS Towards the SCO summit 3-4.07.24 On the turns of history's development – "returning to square one" with a helix step of 726 years – the Shanghai Cooperation Organization, created in 1997, with a broad brush repeats the picture of the Great State of Genghis Khan Yuan, 1206-1402 (Turkic: Yekhe Mongol Ulus). The single Eurasian state of Genghis Khan's descendants "from sea to sea" consisted of 4 uluses (territories with populations). These are the ulus of the Great Khan: China of the Yuan dynasty. The ulus of Jochi: the Golden Horde. The ulus of Chagatai: Central Asia. The ulus of Hulagu: Iran and the Caucasus. Today the SCO, in the status of members and observers, includes the countries and peoples of all the uluses of the Single State of Genghis Khan (Chinese: Yi Guo) plus India and Pakistan. The "return to square one" looks like this: The Great Khan of the single state, Genghis Khan's grandson Kublai, in 1264 moved the capital to Khanbaliq (present-day Beijing). And in 1271 he assumed the title of Yuan emperor (the meaning of the name: the primordial creation of the world). Under Kublai, relations between the central authority of the Middle Kingdom of the Chinese and the uluses of the single state were extremely peaceable. With the first khan of the Golden Horde – Mengu-Timur – Kublai in 1271 concluded an agreement on joint struggle against internal rebels, and then created a bloc with the Chagataids as well (1271 + 726 years = 1997). It is quite obvious that history in function repeated itself in the form of the creation in 1997 of the "Shanghai Five": China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan (after the accession of Uzbekistan in 2001 – the Shanghai Cooperation Organization). In this connection, one can say that the first in the PRC to enter a dignity comparable to that of the Yuan emperor was Jiang Zemin, who in 1997 also received Hong Kong into the bosom of the motherland. By 1304 (1304 + 726 = 2030) a new political reality had arisen in the expanses of Eurasia between the uluses. The single state acquired a new quality of a federation of independent states under the nominal supremacy of the Great Khan — the Yuan emperor.

Khans of the four uluses: Temur (Yuan), Chapar (Ulus of Ögedei), Tokhta (Golden Horde), Öljaitü (Ulus of Hulagu). The uluses were united by the Great Khan – the Yuan emperor Temur, Chinese: Chengzong, 元成宗, motto "大德 – Great Virtue" (1294=2020 – 1307=2033). Today this function is repeated by PRC leader Xi Jinping, who in 2020 at the 20th CPC Congress received an indefinite mandate to realize the Chinese dream of reviving the greatness of the yellow people's nation, the first stage of socialist modernization (2020-2035) and the creation around China of a new political reality: the Community of Shared Future for Mankind (人类命运共同体). In the Golden Horde, as a result of the armed conflict in 1299, having taken and ravaged Kiev, Tokhta became the fully legitimate khan (1299 + 726 = 2025). During the days of his further rule (12 years) a monetary reform was carried out, the administrative system was put in order, the population "reached extraordinary prosperity and his entire ulus became rich and content" (the Persian chronicler Rashid al-Din). One can say with confidence that the turn of history with Khan Tokhta in our time corresponds to the completion of the RF's Special Military Operation in Ukraine. Here we are talking about Putin's successor (probably the Dyumin – Belousov tandem) and the foretold, for a short time – 12 years – transformation and flourishing of Rus' (2025-2037). The essence: from 2001 to 2025 the history of the RF, with a broad brush (not in details), repeats the events in the Golden Horde from 1275 to 1299. And then follows the replication of the rule of Nogai: in our time – the "Long State of Putin" and his successor Tokhta: the khan who pushed aside Nogai's clique, who overcame the political crisis (began in 1282 + 726 = 2008 with the liberal presidency of Medvedev D.A.) and after the conquest of Kiev restored (having again assembled in 1299 + 726 = 2025) the Unified Horde: in our time – USSR-2.

On the victory of Rus' in the Third World War of a new hybrid type USSR-2, as the reassembly of the peoples-heirs of the Single State of Genghis Khan (the First Horde) and Stalin's Socialist camp (the Second Horde), is the image of the victory of the civilizational project Greater Eurasia – the Third Horde in WWIII. What is at issue? The Second World War ended with the creation of a financial system in favor of the victors: the Bretton Woods conference, July 1944, made the US dollar, pegged to gold, the unit of account for international settlements. Thus the USA acquired a mechanism for extracting wealth out of nothing through the emission of USD and on currency cross-rates. The finale of the Third World War of a new hybrid type, and now from 2025, will be the New monetary world of digital money, also pegged to gold. For worthy participation in the New monetary world, the countries-victors of WWIII will need to have their own currency zone. Such a currency zone for Russia is precisely what USSR-2 is meant to become. However, in order to create a currency zone of the digital ruble, Moscow will have to finish the SMO not with an operational-tactical success on the battlefield in Ukraine, but at the military-political level on the scale of globalism. The pinnacle of the art of war is victory without the use of weapons. And in fulfilling the task of becoming otherwise, given the possible decline of morals, an example of a righteous way of life, Russia's lot is universality. The international situation favors the solution of the task of raising the bar of the SMO to a global political level: on 15-16.06.24 a Peace Summit on Ukraine will be held in Switzerland. Raising the bar is what our politicians should do, yielding to the West's pressure toward the UN Charter, but turning the vector of the force of the weapon of criticism toward the creation of USSR-2 as a currency zone. In the war of meanings against the principles of the West's classical Greco-Roman wrestling, one must apply the techniques of oriental martial arts. How to do this from personal experience of physical culture at wrestling trainings is known by Putin, Kiriyenko, Belousov. The doctrine of strategic rocket-nuclear deterrence of the former Secretary of the RF Security Council Patrushev N.P. (Sarmatians, Poseidons, Avangards, Zircons) has failed. The West was not frightened. Ryabkov's ultimatum to the USA of 15.12.21: "If you do not respond, we will respond with military and military-technical means," – had no effect. The West began to pump Ukraine with weapons and admitted Sweden and Finland into NATO. Combat actions on the Ukrainian theater of operations over two years have taken on the protracted character of a positional war of attrition of human resources. The defense of Donbass spread to the Belgorod region of the RF. Intimidating the West with the possibility of using non-strategic rocket-nuclear weapons (Iskanders, Kinzhals) on the Ukrainian theater of operations is fraught with escalation of the conflict with unpredictable consequences. But the SMO must end predictably. By a stratagem – the military cunning of "blessed peacemakers" around the problem of nuclear detente, woven into subtle diplomacy, asymmetric to the doctrine of intimidation, whose ineffectiveness led to the resignation of Patrushev N.P. and the appointment of the civilian economist Belousov A.R. to the post of RF Minister of Defense. As for the SCO summit in Astana on 03-04.07.24, Russia, remembering the prophets' foretellings to become for the peoples of the world an example of a righteous way of life, could come forward with a Code of Piety, as a non-material binding force for the New Horde – a family of peoples of non-Western civilizations. For the countries and peoples of non-Western civilizations – China, Iran, Central Asia, Russia – the coming way of life is the Horde, and not a rabble. Horde in Turkic means "to gather into a fist." Code of Piety of the family of peoples of non-Western civilizations: - Devotion to the common cause, love for the Motherland. - Conscientious labor for the good of society.

- Care for the preservation of nature and the multiplication of culture. - A high consciousness of public duty, intolerance of violations of justice, the ability to forgive. - Collectivism and comradely mutual assistance, generosity. - Humane relations and mutual respect between people. - Honesty and truthfulness, moral purity, simplicity and modesty, decency, restraint, knowledge of proprieties. - Mutual respect in the family, care for the upbringing of children. - Intransigence toward hypocrisy, envy, acquisitiveness. - Friendship of peoples, compassion, magnanimity, intolerance of national and racial hostility. - Intolerance toward traitors and enemies of one's Fatherland. - Fraternal solidarity with all the peoples of the world. With the beginning of the new Age of Aquarius, the focus of cosmic energies shifted to Russia. And now Russia's lot is universality.
