ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS Sky Politics is the doctrine of conceptual independence and self-sufficiency Politics is a question of power, formulated as: "Who is the enemy"? Power exercises its function on four levels: defense, state security, geopolitics and Sky Politics. In Chinese civilization these four levels have been recorded since time immemorial, and not only in the administrative structure of the state (gofang, goan, dian, tianan), but also in the sacred architecture of the capital of the empire – Beijing. The Gate of Heavenly Peace – Tiananmen – is a symbol of the ruler's power in the harmony of earth, heaven and man between them. That is why the system of views born in Russia at the beginning of the 21st century with the audacious name Sky Politics was understood and taken note of in the PRC at the level of tianan (heavenly peace), while in Russia, with its European system of coordinates of consciousness, it is ignored. As the saying goes, "a prophet is not honored in his own Fatherland."

The book by Andrey Devyatov "Sky Politics for Those Who Make Decisions" was published in 2011 by the publishing house of the Chinese Academy of Social Sciences in Chinese in a substantial print run: 36,000 copies, with the assignment of the high status of "teaching" (天缘政治学). It must be noted that the centuries-old Chinese tradition and the fresh, homegrown Sky Politics in Russia are different things! The new era of the information society, coming to replace the old world order of the industrial society of expanded reproduction of capital with the picture of the world from the 17th century described by classical science, has raised the question of the basic meanings of Being and the ways of encoding them in the processes of exchange of matter, energy and information. Sky Politics, however, seized upon the assumption that the barcode of change known to the Chinese since antediluvian times (the base of the code: the eight trigrams bagua ☷☶☵☴☳☲☱☰) is a universal way of encoding the Law of the Universe both for living and nonliving nature (the double helix of genome triplets and the periodic table of chemical elements) and for the invisible sphere of the Spirit. And it undertook the deciphering of the code of change as applied to the aspect of time, for in the invisible world the Grace of the Spirit (Chinese: De) flows in time, whereas in space it is not the spirit that extends but the energy of life (Chinese: Qi). Deciphering is a function not of science but of intelligence. Intelligence, in turn, is the art of the unique. The summit of the practical application of Sky Politics is the determination of the timeliness of political decisions in the emerging geopolitical situation. The "Book of Books," the Bible, speaks of the movement of the Spirit across the cardinal directions with a return to its own circles (The wind goeth toward the south, and turneth about unto the north; it whirleth about continually, and the wind returneth again according to his circuits. Ecclesiastes 1:6). Sky Politics, however, relying on the mathematics of evens and odds of the number of the barcode of change, 36 periods of symmetries and inversions of 64 code words written as hexagrams on the turns of the process of historical development, tied them to the ruler of dates of the Gregorian calendar, and at the nodes of convergence of waves of different periods discovered points of predetermination that cannot be bypassed. The nearest is 2025. The spiritual gaze of the prophets sees precisely these points. That is why the creed of Christians affirms that "the Spirit of Truth spoke through the prophets." And if the prophets, in foreseeing events, hit the year exactly, then the accuracy of calculating the probability spot of the future among Sky Politics theorists is plus or minus three years. For the shift between the reference and signal waves of the double helix of the 12-year cycles of the zodiac is 6 years. But for direction-finding year to year, a third wave is needed. To anticipate events in the civilization of Greater Eurasia with year-to-year accuracy, Sky Politics theorists found the "Horde wave" – 726 years. The results of the direction-finding were first published in the book by Devyatov A. "Anti-Kipling" in 2015. Now they constitute the rationale for the world project "Greater Eurasia – the Third Horde." For the 20th anniversary of Sky Politics in 2023, the book by Devyatov A. "Sky Politics on the March, or the Annunciation of Hope" was published. It sets out the basic principles for determining the timeliness of the actions\inactions of power and gives assessments of current events in current political practice.

However, Sky Politics is not the two dozen books already published in the library, but the living information work of strategic intelligence at the level of the spiritual orders of those behind the scenes. In our time of tectonic processes of global transformation, the most essential crisis of modernity is the crisis of the future. Sky Politics, however, as a doctrine of time, shows a possible navigation out of the crisis of the future into a new world order – that which Scripture calls "a new heaven and a new earth, wherein dwelleth righteousness," and which scholars have called the "anthropological transition" of 2045. The navigation of fateful decisions of power is tied to the benchmarks of the timeliness of actions. Timeliness, in turn, is sewn into the periods of the wave processes of Being. A wave is triune in its characteristics: amplitude, frequency, phase. In time, these are duration, the order of succession of events, and the favorable moment of good fortune. Among the ancient Greeks, the triunity of time fell into chronos (hence the linear chronology of history), cyclos (with the turns of development) and kairos (the favorable moment to saddle the wave of change). The Will of Heaven is triune, and therefore one can fit into it by resonance. The essence of Sky Politics is the catching of kairoi – the phases of suitable periods of wave processes that have cosmic foundations. For "having saddled the wave" of the tide of cosmic energies, the entire Universe will help the smallest efforts of power to achieve the needed changes. Whereas the European system of coordinates of consciousness in Newton's classical physics sees time only as duration, and history exclusively as arrow-like linear progress driven by the struggle of opposites: further, more, higher, faster. Sky Politics does not deny the dialectic of geopolitics, but to the factors of the appropriateness of the influence of the geography of space land \ sea it adds the factor of the timeliness of the Spirit of the time. Navigation into the future from Sky Politics consists of information products of a predictive and admonishing character. In the new wealth of the information society, the capital with self-expanding value becomes the keys to the code of change, where the consumer value of the immaterial factors of truth is grace – the acquisition of the Spirit of Truth, "who spoke through the prophets." The place for capitalizing the information products of Sky Politics is destined to be the Museum of Constructing the Future – the Temple of the muse of history, who grants glory. Sky Politics, as an internally consistent system of views with technologies for "feeling out the future," has no competitors and, for the information society, represents a potential for goodwill (goodwill) – an intangible asset of new wealth. The helmsman of China's world project of the "Great Unity" (the creation around China of a Community of Shared Future for Mankind), Xi Jinping, in 2023 set the task of creating a Chinese theory to ensure intellectual independence and self-reliance in realizing the Chinese dream of reviving the greatness of the yellow people's nation. In Russia, however, no one in power sets the task of conceptual independence. At the top they pin their hopes on the mantras of digitalization, the "Great Reset" of inclusive capitalism, artificial intelligence, and transhumanism. Sky Politics – a "test on globalization" that no one has copied – is not held in honor in its own Fatherland. And this, alas, makes force majeure (a war of weapons) the real driving force of change. Nevertheless, Sky Politics is present in the information field as an independent and self-reliant system of views of reasonable people from among the people regarding an otherwise possible conceptual capture of the future.
