ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS "Putin's Long State": what next? Geopolitics is about living space. Times and dates are the domain of Sky Politics, literally – power from the sky. The sky is time manifested in the movement of the stars across the firmament, in the changing phases of the Moon, in the risings and settings of the Sun – it is the ebb and flow of cosmic energies arriving on Earth in the form of waves of various periods. Sky Politics, engaging in reconnaissance of the future, has uncovered the cyclical nature of the change of the system of power, as a tidal wave of the acquisition, accumulation, maintenance and exhaustion of its (the system of power's) reserve of beneficent life force (Chinese: De). What is meant is the potential of the grace of the Spirit, as an ordered manifestation of the Will of Heaven, on earth clothed in the form of virtue. In the system of power, the personification of the beneficent life force that creates virtue is the ruler. The power of virtue of the system of power depends on two most important factors: on the phase of the cycle of rotational movement (dawn or sunset, ebb or flow of the energy of the cosmos) and on the stage of the forward movement of the energy of the earth in the chain of succession (inertia) of power, beginning with the founder. At the same time, the personal qualities of the next ruler recede into the background.

The founder of a political line, who proclaimed a new ideal and showed the people a guideline toward what is due, receives a powerful and abundant force of virtue not by inheritance, but as a result of the flow of energy (beneficent life force) of the cosmos. The founder forms the initial positions of the system of power on the ascending wave as a "great deed," a "feat," an "accomplishment," whose energy is passed on with glory to successors. The second ruler, developing the laid foundation, realizes the received impulse up to the peak of the ascending wave. Subsequent rulers merely preserve what was created by the two founders of the political line (dynasty), spending down the capital of life force of the ideal accumulated by their predecessors on the flow. Rulers completing a political line can make up for a lack of personal beneficent force with the virtue of officials, for which what is required is the selection of people for state service not by the qualities of exemplary executors, but by the quality of energy in independently serving the ruler's political line. Where the main criterion of the "social elevator" is respect for human dignity – the ability to recognize all talents from among the people as worthy of the elite. For the communist dynasty in China, the founder was Mao Zedong, who ended chaos and united the country by force. The second ruler, the architect of reforms that gave the country a "charge of vigor and freshness," was Deng Xiaoping. Jiang Zemin ensured the continuity of the course of reform and opening. Hu Jintao completed this line. A change of landmarks – the replacement of the ideal and a new impulse of beneficent life force – China received with the arrival of Xi Jinping at the pinnacle of power. Xi proclaimed the Chinese dream of the revival of the greatness of the nation of yellow people, showed the prospect of creating around China a Community of Shared Future for Mankind, and in the system of power became the founder of a new era (with the reign motto "common good"). For Soviet power, the founder of the political line was V.I. Lenin. The great father-leader became I.V. Stalin. N.S. Khrushchev merely sustained the inertia of the great-power impulse. L.I. Brezhnev personified stagnation. Then came convulsions and collapse. For the power of liberalism in Russia, the founder of the political line through the perestroika of real socialism was M.S. Gorbachev. The "great deed" of destroying the Soviet empire was accomplished with furious force by B.N. Yeltsin. V.V. Putin, by decision of the "family," took B.N. Yeltsin's inheritance under protection. Putin's Long State completes the line of rule of the Westernizer liberals. Ahead lies a new "dynasty." To anticipate what ideal will be placed at the head of Russia's new political line in the course of the change of the system of power, let us turn to the "signs of the times" (reconnaissance indicators that have manifested in the political practice of the current moment). Sky Politics builds its anticipation of the prospect on three indicators: - the speech of Pope Francis in Mongolia on 02.09.23. According to Francis, the model of peaceful life without conflicts and the coexistence of different peoples in the Single State of Genghis Khan "must be appreciated at its true worth and proposed anew in our days." "May the heavens grant that today on this land, devastated by countless conflicts, with respect for international laws, there be restored what was once the Pax Mongolica, namely the absence of conflicts," he said.

- Putin's speech before the Civic Chamber of the Russian Federation on National Unity Day 03.11.23: "Let us recall what happened in the times of, say, Alexander Nevsky. After all, he traveled to the Horde, bowed to the Horde khans, received the yarlyk for rule, including and above all in order to effectively resist the invasion of the West. Why? Because the Horde people behaved insolently, cruelly, but they did not encroach on the main thing – our language, traditions, culture, which the Western conquerors laid claim to. And this is the most important thing, because if the culture, traditions and history of a people are destroyed, then the people gradually begin to disappear as an ethnos, to dissolve, like snow in late spring." - the speech of the Secretary of the Security Council of the Russian Federation, Patrushev, on 16.11.23 before the heads of regions, with instructions to prepare mobilization plans for the economy. In turn, First Deputy Prime Minister Andrey Belousov sees no sense in a mobilization economy in Russia. According to him, a mobilization economy does not exist in itself, but there is the concept of a mobilization society. These hints give every certainty to the grounds for supposing that in the Kremlin corridors of power a civilizational project alternative to the West, directed toward the future, independent, self-reliant, is ready to be shown to the people: "Greater Eurasia – the Third Horde." If we speak of the timing for the unveiling of the Kremlin's new political line, it is tied to the election of the President of the Russian Federation in March 2024. V. Putin may act as the forerunner of the change of the system of power by putting forward a successor to whom he entrusts Russia. In the 12-year cycle of the Chinese "animal" calendar, 2024 will be the year of the "green dragon." The green dragon symbolizes the energies of the invisible world. In order to correspond to the vibrations of the energies of the cosmos for this year, those behind the scenes are planning the launch of the next stages of the course toward the "great reset" announced in 2020. The normalization of Chinese-American relations during the Biden–Xi Jinping meeting on 15.11.23 in San Francisco opens the prospect of the triumph of the designs of those behind the scenes regarding the stages of the formation of a new currency world and a new world order. Speaking of the future ruler of Russia, who will proclaim a new ideal – a bright and clear captivating dream capable of impelling the people to titanic accomplishments – according to many prophecies what is meant is the transfiguration of Rus' for a short time – 12 years – into the "Kingdom of Truth – the Realm of the White Tsar." In the cycles of change deciphered by Sky Politics theorists along the wave of dates of the heavenly odd number, the period 2025-2037 covers the wave of dates of the earthly even number with the code word "Great Might."
