The doctrine of intimidation by the technocrats in the confrontation of the two sides (coalitions) of a new hybrid-type war is quietly giving way to the "engineers of human souls" with a project of harmony of the world in the linkages of three forces. The keys to the codes of behavior in the hands of those behind the scenes are, by soft power, breaking the order of governance by fear of the departing industrial society. Those who hold on – lose. And the struggle of clans led to the fact that in June 2024 the former Minister of Defense of the PRC, Li Shangfu, was stripped of his delegate mandate of the 20th Congress and expelled from the CPC for "serious violations of party discipline." On 14.05.24, the course of Russia's defense policy also miraculously changed. The practice of a protracted war of attrition in Ukraine led to the appointment of the economist-scholar A. Belousov as the new Minister of Defense. The question of changing the failed course of the Russian Federation's foreign policy remains open, which will require replacing the helmsmen: Yu. Ushakov and S. Lavrov. But it is absolutely unknown whom to replace them with? The turn of the Kremlin's policy toward the East, which took place under pressure from Western sanctions, requires China-studies professionals at the helm of governance. However, there are no obvious luminaries of China studies in the New Russia. Academic science has admitted its complete inability. The well-wishers have turned into a branch of the friendship society. And self-styled bloggers on China studies sometimes spout outright nonsense. The older generation of experienced China hands has left state service due to age. But among career diplomats there are still 60-year-old practitioners who have never left the Chinese front. Their time has come to replace the Americanists at the helm of Russia's foreign and defense policy. But even with new helmsmen, no wind of change will be favorable for a ship that does not know where it is sailing. The collapse of the relations of checks and balances in the triangle of the PRC – the RF – the USA occurred because of the complete dilapidation of the doctrine of Moscow – the Third Rome (the falling away and turning into enemies of Orthodox Georgia, Moldavia, Ukraine) and the Kremlin's adoption of the concept of a multipolar world, concocted by Black-Hundred patriots, which conditioned the strategic loneliness of Putin's Long State. For a rapid transformation along the path of independence, self-reliance and reliance on its own forces, Russia needs its own civilizational project, copied from no one, directed toward the future.
