Our previous text “Current Problems of the CSTO” (No1106 of 17.04.26) military thought of the new era of the information society did not touch upon. The prospect of information work in the perspective of stratagems of a world war of a new hybrid type remains.

27.4.26 The scientific-practical conference on the topic “Contours of a New Architecture of Collective Security of Eurasia” concluded with a final document: an APPEAL to the expert community of the member states of the CSTO, the CIS, and the SCO.

WHAT THE APPEAL SAYS:

- alarm is growing

- give us a polycentric world order

- in some places things are heading toward an escalation of the crisis, up to the use of weapons of mass destruction

- give us a stable peace and order in Eurasia

- it is time to coordinate a EURASIAN CHARTER OF DIVERSITY AND MULTIPOLARITY in the 21st century

- to make the OBKB a base of analytics for the formation of a Eurasian security system and on this base to create a platform for regular interaction of experts.

 WHAT WAS NOT SAID, FOR THE ADEQUACY OF THE ATTEMPTS:

- not a word about the characteristics of the era of transition from an industrial society to an information one; all approaches to resolving problems, concerns, and alarms are OLD

- not a word about the character of a world war of a new hybrid type, the basis of which is a WAR OF MEANINGS.

- not a word about the conceptual basis of the proposed new architecture of collective security.

Conclusion:

- without an assessment of the situation on a world scale, appropriate to the theater of the OBKB and timely for global transformation, the attention of the community of experts from all sciences will never be concentrated on the section of the breakthrough into a new post-industrial reality.

- without a clear exposition of the conceptual basis, without an ideological foundation for constructing the future, in the information society nothing will be built, even if the sketch of the architecture of the new building of peace and stability of Eurasia is drawn according to the old rules.

- Sky Politics — a test paper on the problems of global transformation that has not been copied from anyone — has still not found a competent examiner regarding the possibility of applying its methods and technologies in a war of a new hybrid type.
