Kazakhstan's Specific Character in the New Era

What can be discerned in the building of Russian-Kazakhstani relations in the new era from the results of V. Putin's visit to Astana and to the EAEU Summit (27-29.05.26), apart from the comments of official propaganda:

The visit was organized in an Asian manner with extreme pomp and flattery toward an outstanding statesman — a politician of world stature, V. Putin — without whose direct participation not a single major and significant international problem can or will be able to find a proper solution!

The superlative degree of the grandiloquent form of exalting the role of Russia and V. Putin in political geography camouflaged K-J. Tokayev's claim to Kazakhstan's inheritance of the Golden Horde in the Chinese project of the Community of Shared Future of the four former uluses of the Unified State of Genghis Khan, where the Kremlin is a vassal.  

The speeches and documents of both sides are built on Chinese meanings of the worldview in Chinese formulations:

- Joint Statement On the Seven Foundations of friendship and good-neighborliness. The essence: the RF and the RK are now merely good neighbors for long times to come. This is not the family of peoples of the USSR Union, but an exact calque from the Chinese-Russian treaty of 2001, extended to 2030. 

- Putin: "Relations between Russia and Kazakhstan have reached the level of comprehensive strategic partnership." This means that the partners are not burdened with obligations to align each other's operational plans and are absolutely free in the tactics of multilateral international relations.

Not a word about the Union State, the unity of goals, tasks and ethics of Eurasianism, which N. Nazarbayev proposed and promoted.

Instead of a Union State with the RF and Belarus — partnership in the Shanghai (not Moscow) Cooperation Organization with the PRC.

Instead of the Cyrillic script that unites Eurasianism, the translation of the Kazakh language into the Latin alphabet and a trend toward digital technologies.

The specific character of the course and line of policy of the second president of Kazakhstan, Kassym-Jomart Tokayev, is explained by his biography. 

Kassym-Jomart Tokayev is by profession a China specialist in international affairs.

In 1975 he graduated from MGIMO of the USSR Ministry of Foreign Affairs (Chinese, English). He did his pre-diploma internship at the USSR embassy in the PRC. 

In 1975-1979 he began his career at the USSR Embassy in Singapore.

In 1983–1984 he did a traineeship at the Beijing Linguistic Institute, where he strengthened his feelings and ties with China.

In 1989-1991 he was already first secretary of the USSR Embassy in the PRC.

In 1992, immediately after the collapse of the USSR, he was appointed deputy minister of foreign affairs of the Republic of Kazakhstan.

Initially he was in the nomenklatura of the CPSU Central Committee, which is why he advanced in independent Kazakhstan to the highest positions.

In 2010 Tokayev was nominated for the post of UN Secretary-General in Asia's turn, but Ban Ki-moon was approved for a second term. And K-J. Tokayev received the post of Deputy Secretary-General in Geneva.

When Tokayev in 2011-2013 was Director-General of the UN office in Geneva, he entered the nomenklatura of those behind the scenes (see his photo with Grand Master of the Order of Malta M. Festing).

In political geography Tokayev declared Kazakhstan, as the direct heir of the Horde, to be the center on the axis of the Economic Belt of the New Silk Road: China — Central Asia — Europe. 

The invitation of Putin to Astana with a pompous visit is not a politeness of friendship, it is a cunning symbol of pulling over to Kazakhstan the primogeniture of inheriting the rights of the Ulus of Jochi in the policy pursued by Xi Jinping of uniting the countries-heirs of the Unified State of Genghis Khan into the Community of Shared Future.

If the primogeniture in the Horde belongs to Kazakhstan, and Russia is the heir of the Holstein-Gottorp-Romanov empire, then in the Community of Shared Future around China Russia has a secondary and dependent role (a "tributary" of energy resources of Xi Jinping's new era).

Russia is a country of the first person. And Putin's heart is in Dresden. Therefore, to change the course and line of Russia's policy across the entire Eurasian space from West to East and South will require colossal efforts (of the pro-Chinese Sechin-Patrushev group).
