ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS A Great Conservative Power, as the present and future of the Russian world Following the prayer to the Holy Spirit – "come and dwell in us" – on 28.11.23, in the Kremlin Palace of Congresses, under the chairmanship of Patriarch Kirill of Moscow, the plenary session of the XXV session of the World Russian People's Council was held. The head of state, V. Putin, addressed the assembled participants by video conference. If one very briefly summarizes the meanings of Putin's and Kirill's speeches (sovereignty, preservation of the people, traditional values), they were quietly speaking of the project of a Great Conservative Power as the desired foreseeable future for the country and the entire Russian world. At the same time, the "good shepherds" did not call the "pastured flock" anywhere. The common denominator of the council can be called a line from the Russian anthem: "Be glorious, country, we are proud of you." What was not noticed at the council session was precisely the surge of the grace of the spirit, which, as is known, breathes where it wills. However, in the digital "online" mode there is no energy of life, and the spirit is not transmitted. As for the Spirit, in its assessments and generalizations Sky Politics proceeds from the teaching of the treatise "The Yellow Emperor's Inner Classic" – Huangdi Neijing –, where the grace of the spirit (Chinese: De) flows (in time), and the energy of life (Chinese: Qi) extends (in space). So then, Sky Politics asserts that in order to obtain grace from heaven (to acquire the Spirit of Truth) for the "spark of God," a "conductive" medium is needed – the energy of life. And the energy of life is generated by projects from the earth directed toward the future ("let noble fury boil up like a wave"). In order to raise the people to titanic accomplishments, they must be shown a bright, clear, and real goal – a captivating dream of an otherwise possible bright future on earth.

Such a goal of state-building in the Russian Federation could be the transformation of Rus', foretold by seers, for a short time into the cherished "Kingdom of Truth – the Domain of the White Tsar." At the same time, truth for the people will first of all manifest as justice – swift trial and reprisal against the swindlers and thieves of the extensive "party of treason" in Russia. It is quite obvious that the project of a Great Conservative Power is a project of those who hold back, and therefore it calls no one anywhere. The seizure of the future presupposes the civilizational project "Greater Eurasia – the Third Horde," which calls Rus' into the cherished Kingdom of Truth and acts as an alternative to the project of a Great Conservative Power. The Third Horde is a family of peoples of non-Western civilizations, the heirs of the Single State of Genghis Khan (the First Horde) and Stalin's Socialist Camp (the Second Horde). The heirs are first of all China, Russia, the countries of Central Asia, and Iran. They are all already united within the framework of the Shanghai Cooperation Organization. However, the SCO has not yet reached the level of a single subject with combined power, including the values of being, visibly opposing the soulless civilization of the transhumanism of the West. The role of unifier of the heirs historically belongs to China (the ulus of the Great Khan of the First Horde). China intends to fulfill this role in the form of creating a Community of Shared Future for Mankind (共同构建人类命运共同体). As for Russia, while it holds back the liberal order of the country of democratic choice (the color blue), there is as yet no question of speaking of a shared future of peoples led by China (the color red). Chinese-Russian relations, built not on written law but on the ethics of the family of peoples, where the father is heaven, the mother is earth, China is the elder brother protector, Russia is the elder sister mentor, and the rest are younger relatives and in-laws – this is the cornerstone on which the project of the Third Horde must be built. The initiator of the project is called to be the new leadership of Russia, which will come to the levers of governance as a result of the armed struggle for truth in Ukraine (the Special Military Operation of the Armed Forces of the Russian Federation), where the brotherly peoples of Russia and Ukraine pay in blood for the sides of the global competition of East with West (essentially China with the USA), and the reckoning is in people's lives on the battlefield. In the Second Horde of Stalin's Socialist Camp, in the armed confrontation between the USSR and the USA in the Korean War (1950-1953), it was the Chinese volunteers who paid in blood more than anyone else. Russia's lot is universality. Therefore, in building sincere Russian-Chinese relations on the global scale of a shared future for mankind, Russia will have to bridle the power of the Chinese dragon and direct it toward the common good. In the information society, the bridling of power can only be conceptual. A fresh conceptual framework of the new era of the information society, not copied from anyone, is the system of views on the wave processes of being born in Russia under the name Sky Politics. Sky Politics proceeds from the fact that the one divides into two (here is the dialectic of the struggle of opposites and forward movement – progress), but changes occur in a bundle of three forces (here is rotational movement). These forces are: the USA – the PRC – the RF. In the bundle of three forces, the USA strives to disrupt the strategic interaction of the PRC and the RF. In classical geopolitics, the result is achieved by whipping up the "yellow peril" in the RF. China, in the bundle of three forces, habitually plays out the stratagem of the cunning monkey, which from the mountain watches the clash of two tigers. The essence is that it cheaply gains advantage from the confrontation between the RF and the USA.

Russia does not meddle in the triangle of change and habitually plays out "chess games" in a simultaneous exhibition on several boards of international relations, calling such a policy a "multipolar world." The task of Sky Politics is to enlighten the not-indifferent with an understanding of the processes of being as the exchange of matter, energy, and information. Sky Politics theorists point a finger at the lesson of practice: those who hold back lose. Control of space in the information society is losing its relevance. In the final analysis, those who control time always win. Russia's lot is universality. And into this lot Russia is being pushed by circumstances of irresistible force of the tectonic processes of global transformation. Following the path of least resistance to circumstances, it would be a historical stroke of luck for the Kremlin's helmsmen to saddle the tidal wave of the energy of the East and enter the new world order together with China, on China's shoulders and at China's expense.
