ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS Toward the Peace Conference on Ukraine 15-16.06.24 War is always a clash of two sides (coalitions), often to the advantage of a third force that stands above the fray. What war (the continuation of politics by violent means) looks like in multipolar form is unknown. For this unprecedented thing there is neither theory nor practice. The contradiction between the dialectic of war and the foreign-policy concept of a multipolar world is precisely the reason for Russia's strategic solitude of democratic choice in the Third World War of a new hybrid type (WWIII). The doctrine of power from heaven – Sky Politics – is built on the principle: "the one divides in two, but changes occur in a bundle of three forces."

"Marx's teaching (on the struggle of opposites on earth) is all-powerful because it is true." The pacification of the confrontation of two sides here is achieved by the method of a lever balance: the policy of balances and counterweights. The law of change in bundles of three forces is higher than down-to-earth dialectics, overcomes the struggle of opposites by the will of heaven, and allows man to build the harmony of the world as a coordinated commensurability of unequal parts, of which there are at least three. "By the power of the Eternal Heaven, by the will of the Highest Trinity" – such was the formula of supreme power in the Unified State of Genghis Khan. Here too is "Chairman Mao Zedong's theory of dividing the world into three parts – the greatest contribution to the treasury of Marxism-Leninism." And in our days the Kremlin could apply the formula of the trinity of the will of heaven and overcome the dialectic of the peace conference on Ukraine that is disastrous for Russia: the Russian Federation alone with the "black hundred" of Z-patriots against the white and fluffy "alliance of democracies." One need only substitute the game of the "Great Chessboard" (white moves first and wins) with the "Card Table of History," where in the Great Game there are six world projects and one can yield the move to another's hand. What is at issue? The Russian Federation's special military operation in Ukraine was conceived as a swift use of armed violence of limited scale for the purpose of denazification and demilitarization of the Kyiv regime. However, the hostilities have dragged on for two and a half years now, have reached a positional dead end, and there is no end in sight. The prospect of victory (compelling peace) on both sides is seen as an escalation of the conflict through the arrival of NATO F-16 aircraft in the Armed Forces of Ukraine and the combat use of tactical nuclear weapons by the Armed Forces of Russia. Escalation is fraught with the special operation growing into a full-scale nuclear war, which no one involved in the conflict, including those behind the scenes, needs. The threats are growing, and the solution to the problem of "equal and indivisible security" both for Russia and Ukraine and for all of Europe at the peace conference in Switzerland on 15-16.06.24 will one way or another be merely designated as a clear and firm invitation to Russia for a political settlement of the armed conflict in several stages of a peace process. For now the Kremlin has taken a position of deaf rebuff, declaring that the conference in Switzerland is absolutely without prospects. However, Kremlin strategists would be congenial if they "caught the kairos" (a lucky chance), took advantage of the collective West's initiative, and in the situation of a dead end on the Ukrainian theater of operations at the card table of the Great Game would yield the move to Europe's hand. Whatever resolution the peace conference in Switzerland concludes with, Russia, taking note of that resolution, could immediately designate the next stage of the peace process, now with its own participation, raising the bar of the problems from the level of a special operation to the scale of a global transformation, as the outcome of WWIII of a new hybrid type. And the outcome of WWIII will be a new monetary world of digital money. That is, the focus of the peacemakers' efforts would be raised by Russia from winding down the war of weapons in Ukraine to the level of resolving the worldwide crisis of the industrial society of expanded reproduction of capital, and it would go on a diplomatic offensive on the front of creating a new monetary world as the common destiny of mankind. It is quite obvious that the monetary world of new digital money pegged to gold is connected with the carving out of currency zones, which as regards the ruble presupposes the scale of the civilizational project Greater Eurasia – the Third Horde: a form of revival of USSR-2. In other words, the prospect of "equal and indivisible security" for Russia and Ukraine lies in the perspective of expanding the existing framework of the Union State of Russia and Belarus to USSR-2: a new political reality of a family of peoples of non-Western civilizations, the heirs of the Unified State of Genghis Khan (the First Horde) and Stalin's Socialist Camp (the Second Horde). That is, the round of the peace process following the conference in Switzerland must take the form of a strategic discussion of mankind's exit into a new monetary world, above all in the triangle of stability PRC – RF – USA. Such a discussion, for a quick effect, should be organized not by government bureaucrats but by the masters of monetary affairs of those behind the scenes. The platform for agreements could be, for example, the Club of Rome – a public organization of representatives of the world's political, financial, cultural, and scientific elite. Technocrats with the doctrine of a new information society are called upon to outwit the "hawks" with the doctrine of intimidation of "those holding back now" (heirs of the philosophy of Ivan Ilyin). In Russia, the resignation of N. Patrushev and the arrival at the levers of managing Russia's aggregate power of the tandem A. Dyumin – A. Belousov inspire hope for a positive outcome of the "red line" in the transformation of Putin's Long State that began in 2024.
