Toward the SCO summit in Bishkek 30.08-01.09.26

At the SCO summit of 2018 in Qingdao, PRC Chairman Xi Jinping put forward the initiative on jointly building a Community of Shared Future of the SCO. The ideological core of this fateful initiative is the Shanghai Spirit – a set of ethical principles regarding collective security, the economy, and the humanitarian sphere.

The most important principle here is the rejection of bloc thinking – the essence of allied obligations as was previously the case in the Warsaw Treaty Organization or is now the case in NATO. That is, the binding force of the shared destiny of the SCO countries is not the political interests of the member countries, but a single ethical standard of what ought to be, what may be, and what may not be in the family of peoples.

The absence within the SCO framework of an agreed code of ethics based on the traditional values of the countries and peoples of non-Western civilizations constitutes the main challenge for Russia of the "Long State of Putin" in the new era of the information society.

A manifestation of Russian thought and the Russian spirit of the new era with the bold name Sky Politics divides the informational motives of public consciousness into three parts: interests, values, shrines.

And while in the part concerning interests the course and line of jointly building the Community of Shared Future of the SCO have already been worked out quite well, and questions of harmonizing common traditional values as an intangible binding force of disagreements are gradually finding reflection in discussions on the subject of a new type of global governance, the theme of shrines in the matter of acquiring the Grace of the Spirit of Truth (De), as a firm guarantee of sustainable development in the new era of accumulating "goodwill" capital and the devaluation of the capital of the old world order, is so far not heard at all in the information field of the SCO.

Interests, including technologies, have state borders. Culture has national roots. And only the Spirit breathes where it will, everywhere and always, connecting the Will of Heaven with the aspirations of man on earth.

Purely material foundations of politics sever the connection between Heaven and man on earth. The Law of the Universe (Dao) loses the channel of connection (De) with the fibers of the souls of people of one or another racial genotype and cultural archetype (the "voice of blood" and the "call of the heart").

In the SCO, what is at issue are the binding forces of the psychic makeup (ethics) of the peoples of non-Western civilizations. Ethics is the foundation of acquiring Grace. And without Grace the project of the Community of Shared Future of the SCO will collapse.

The family of peoples lives in ethics. Ethics is higher than ideologies and religious doctrines.

Sky Politics, as a doctrine of power from heaven, has developed an ethical code of piety that is unified for the peoples of non-Western civilizations.

The framework of the family of peoples of non-Western civilizations – Chinese, Russian, Turkic, Iranian, Indian – is the SCO.

In the 13th-14th centuries, the peoples of these civilizations (with the exception of India) were part of the Unified State of Genghis Khan. Its unity rested on the ethical principles of the "five above":

  • the spiritual above the material
  • the common above the particular
  • justice above the law
  • service above possession
  • power above property

It is important to note that the ethics of Confucianism in China, the ethics of the Islam of the heart in the countries of Central Asia, in the Caucasus and Iran, and the Orthodox ethics in Rus’ consistently constitute a single body of norms of communal coexistence.

In perspective, the BRICS countries can also be brought under this universal moral code of non-Western civilizations.

The 12 commandments of piety of the family of peoples of non-Western civilizations:

1. Devotion to the common cause, love for the Motherland.

2. Conscientious labor for the good of society.

3. Care for the preservation of nature and the multiplication of culture.

4. A high consciousness of public duty, intolerance of violations of justice, the ability to forgive.

5. Collectivism and comradely mutual assistance, generosity.

6. Humane relations and mutual respect between people.

7. Honesty and truthfulness, moral purity, simplicity and modesty, decency, restraint, knowledge of propriety.

8. Mutual respect in the family, care for the upbringing of children.

9. Intransigence toward hypocrisy, envy, and acquisitiveness.

10. Friendship of peoples, compassion, magnanimity, intolerance of national and racial hostility.

11. Intolerance of traitors and enemies of one's Fatherland.

12. Fraternal solidarity with all the peoples of the world.

With the beginning of the new Age of Aquarius, the focus of cosmic energies shifted to Russia. And now Russia's lot is universality, attained through supra-worldliness.

The pressing task of the SCO is to coordinate and officially promulgate the ethical foundation of the life-giving Shanghai Spirit and, thereby, to put to shame the cunning and barren Spirit of Anchorage.
