ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS In 2019, former creator of Kremlin meanings V. Surkov introduced the political term "Putin's Long State." With this term, the Russian Federation was elevated to a new type of power in Rus' alongside three preceding states: the Soviet Union – the Russian Empire – the Muscovite Tsardom. As a political system, Putin's Long State relies on the conservative values of the "deep people," which ensure the country's independence and self-sufficiency while a liberal elite has settled in the West. In the model of the state presented by Surkov, between Putin and the people, with whom the leader of the nation communicates directly, there is a rigid and apolitical administrative apparatus openly performing military-police functions. The ideological binding of the regime is the myth of a coming Russian great-power status. At the same time, the structure of power is termed sovereign democracy. The bureaucratic framework of the regime in the Russian Federation rests on the figure of the first person, so the dilemma is pressing: "Putin forever" and "Russia after Putin." In connection with the presidential elections of 15-17.03.2024, this question turns into a detached political symbol covering Russia's transition from the European choice to Eurasianism and from an unrealized civil society to the kingdom of Eastern despotism of a new era. Russia's European choice relied on the concept of "Moscow – the Third Rome" and looked like the project "Great Conservative Power," whereas the turn to the East by the natural course of things brought to life the civilizational project "Greater Eurasia – the Third Horde." Here lies the probable path of transformation of Putin's Long State into the foretold "Kingdom of Truth." Sky Politics, for its part, has its own model of the system of power, different from others, connected with the level of ebb and flow of virtue in following the line of policy that has cosmic foundations. This concerns the vibrations of the mother earth – here the energy of life is born (Chinese: Qi) – and the waves of what is called the Will of Heaven, manifested as grace (Chinese: De). The energy of life extends in space. Grace flows in time. Thus life comes about. In the categories of philosophy, the Will of Heaven can be called essence; it gives birth to all that exists. Grace and the energy of life can be attributed to the manifestation of essence on earth; they nurture. Form, in turn, will be this or that quality of life under heaven on earth, where the grace of the spirit with the energy of life add up to virtue. Virtue is a charge of good force that drives development. Virtue possesses potential that accumulates like a thundercloud and discharges in the flashing of lightning and the rumbling of peals of thunder. It is important that the power of the Universe in the Law of Creation, through its force fields, both generates (from heaven) and forms (on earth) both the states and processes occurring in society and the influences of power on society. Both the ruler and the system of power (dynasty) are endowed with the good force of virtue.

The Virtue of the Ruler In order to govern (establish and maintain order), one must possess the penetrating force of virtue sufficient to achieve the goal. This force appears in the case of a sacred (and not merely legal "everyone to the elections") union of the ruler with the people. A sacred union with the people is acquired either along the spiritual line with coronation to the tsardom, or along the military line with victory in war. In the ruler, the force of virtue manifests through his personal abilities: first, to believe in himself. Then to discern the signs of the times (it is time to act); then to determine his place in the chain of succession of power; and then, having caught the wave of the rising tide of good force, to cultivate harmony of peace in society. The force of virtue of the ruler is co-essential with the life-giving force of Heaven, for it passes to him wondrously from the higher forces, as a resonance (a copy). Which, in essence, is power from Heaven. At the same time, the ruler acquires miraculous abilities not automatically by office, but only in the case of personal activity in striving to acquire (to resemble, copy, embody) the virtuous force of Heaven and, like a Father, with love and strictness to realize the Will of Heaven in officials (the vertical) and the people (the horizontal). Then the ruler becomes the Tsar of Truth. The Force of Virtue of the System of Power (Dynasty) Rulers who receive power as successors of the founder of the state (dynasty) depend not only on personal qualities but also on the internal possibilities (potential) of the system of power as a whole. That is, on the virtuous force of their "dynasty." And the force of virtue of the system of power depends on two most important factors: on the phase of the cycle of rotational motion (dawn or sunset, ebb or flow of the energy of the Cosmos) and on the stage of the forward motion of the energy of the earth in the chain of succession (inertia) of power, starting from the founder. At the same time, the change of the system of power is presented as a wave of acquisition, accumulation, maintenance, and exhaustion of its stock of good force. And the personal qualities of successors recede into the background, giving way to the process of accumulation – expenditure of virtuous force by predecessors. The founder of the state, who proclaimed a new ideal and showed the people a reference point toward what is due, receives a powerful and abundant force of virtue not by inheritance, but as a result of the flow of energy (life force) of the Cosmos. The founder lays the foundation of the system of power on the rising wave as a "great deed," a "feat," an "accomplishment," whose energy is passed on to successors with glory. The second ruler, developing the laid foundation, realizes the received impulse up to the peak of the rising wave. Subsequent rulers merely preserve what was created by the two founders of the political line (dynasty), spending the capital of life force of the ideal accumulated by predecessors on the flow of energy. Rulers completing the political line can make up for the lack of personal good force with the virtue of officials, for which the selection of people for state service is required not by the qualities of exemplary executors, but by the quality of energy in independently serving the ruler's political line. At the same time, the main criterion of the "social elevator" is respect for human dignity: the ability to recognize all talents from the people as worthy of the elite. For the Soviet power, the founder of the political line was Lenin. Stalin became the Great Leader-Father. Khrushchev merely maintained the inertia of the great-power impulse. Brezhnev personified stagnation. Then came convulsions and collapse.

For the rule of liberalism in Russia, the founder of the political line through the perestroika of real socialism was Gorbachev. The "great deed" of destroying the Soviet Empire was carried out with furious force by Yeltsin. Putin, by decision of the "family," took Yeltsin's inheritance under protection in the function of the "restrainer." Medvedev was completing the line of civilized rule of the liberal Westernizers. A new "dynasty" loomed ahead. However, in 2012 the very same Putin returned to the post of supreme ruler. Since Putin's return to the pinnacle of power brought the people no "great deed," "feat," or "accomplishment," Putin's Long State continued without any claim to a new course, a transfiguration of Rus', or the founding of a new dynasty. In March 2020, Putin's Long State marked itself by adopting amendments to the Constitution of the Russian Federation, which allow Putin to participate in the presidential elections of 2024 and 2030. Putin himself characterized this circumstance with the phrase "we are on the right road." At the same time, the potential for virtue of the system of power begun by perestroika is running out, and the tectonic processes of global transformation, by circumstances of insuperable force, are pushing Rus' toward change. The changes of 2024-2025 have cosmic grounds of providence or fate, and therefore will inevitably bring about a turn of the "right road." At the turn, the administration of Putin's Long State will be forced to admit to the levers of power the first person of a hitherto hidden successor. The long rollback from liberal democracy will finally end, and the country's transition to an enlightened dictatorship will take place. The family of peoples of non-Western civilizations will acquire the form of the cherished "Kingdom of Truth – the realm of the White Tsar." The liberal separation of powers into legislative, executive, and judicial will be replaced by a Leader-Father who in one person will unite spiritual, secular, and military power. This will be a man with a high level of knowledge, building the course and line of power relying on an integral teaching with clear goal-setting and methods of seizing the future. Such a teaching already exists – it is the system of views born in Russia at the very beginning of the 21st century with the audacious name Sky Politics. It is probable that Putin himself will install the successor on the "throne," but the founder of the new course of state-building will be not Putin, but the successor who comes to power.
