ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS On the eve of Putin's October 2023 visit to Beijing The root of Chinese specificity in the organization of the economy is Eastern despotism and the Asiatic mode of production. The new era of "tectonic processes of global transformation" has cosmic foundations. Since 2013, on Earth, the energies of the constellation of Pisces have been replaced by the energies of the constellation of Aquarius. The focus of the Cosmos's influence on events on Earth has shifted from the Biblical strip of Greater Israel from the Nile to the Euphrates to the strip of Russia's coming transfiguration into the Kingdom of Truth from Valdai to the Altai. China, occupying the center of the picture of the world, since October 2020 (5th plenum of the CPC Central Committee of the 19th convocation) has entered the technological "catch-up race" with the USA. The ambitious plan to equal the current leader in the sphere of the basic infrastructure of the information society (the integrated circuit industry) must be fulfilled by China as early as 2025. The checkpoint of the technological independence and self-sufficiency of the PRC is 2035. The fulfillment of the Chinese dream of the revival of the greatness of the yellow people (Xia, Hua, Han) is 2049: at the turn of a new great cycle of history, China creates the Community of Shared Future for Mankind (人类命运共同体) and becomes the sole leader of the countries and peoples of the world.

This Chinese world project with the historical name "Great Unity" (Datong), in competition with the USA for control of the Pacific zone (PZ), where the center of economic life and world politics is shifting from the North Atlantic, requires the organization of a reliable strategic rear. The rear is where the base of strategic resources is located, it is that on which one can lean, to which one can retreat in case of failure. The rear is never surrendered to the enemy. On the grounds of political geography, the function of strategic rear, when the front of China's rivalry with the USA is deployed toward the Pacific Ocean, can be performed only by Russia. This circumstance determines the course and line of the PRC's policy toward the Russia that exists. The motto of Chinese-Russian relations is Deng Xiaoping's formula, said to Gorbachev in 1989: "Forever good neighbors, never enemies." This is not about sincere friendship, when a friend is known in trouble. It is about the spatial position of "back to back" (facing in different directions), but not "shoulder to shoulder" (side by side). For the reliability of the rear, China refrains from possible sources of disputes, strife and grievances when purchasing natural resource deposits and investing in the infrastructure of the Russian Far East for the sake of commercial profit. Avoiding the growth of anti-Chinese sentiments within Russian society and accusations of the PRC of expansion: the notorious "yellow peril." As for Chinese investments in gas extraction on the Northern Sea Route ("Yamal-LNG" and "Arctic-2"), this is connected with the implementation of the doctrine of transferring the strategic borders of the PRC beyond the national territory, including the circumpolar regions. Russia, meanwhile, burdened by Western sanctions and in diverse ties cut off from Europe, finding itself in strategic solitude, has announced a "turn to the East" facing China. An absolutely forced and unnatural "turn" for the "European choice," for since the time of Peter I's proclamation of the empire and the subsequent dynasty of Holstein – Gottorp – Romanov, the Russian elites and the whole society were tuned in the spirit of servility and worship before the West. Such a turn of the RF from the position of "back to back" to the position of a quasi military-political union of the RF and the PRC against the USA and NATO is not needed by China. For Chinese stratagems are calculated not on checks and balances in the confrontation of two blocs, but on the operation of the law of change in the linkage of three independent forces: the PRC – the RF – the USA. To realize the Chinese dream in the linkage of three forces, Beijing needs Russia with its oil, gas, and timber to occupy the passive position of China's rear. Whereas China, in its confrontation with the USA for the world market of information society products (the industry of cloud computing, the internet of things, artificial intelligence and digital control over people), would be a sponsor of Russia in goods and services of high technologies. For the PRC, Russia in the sphere of breakthrough technologies of the information society is not a competitor (see the unsuccessful experience of the Rusnano corporation). That is why the visit of RF President V. Putin in October 2023 to Beijing for the third forum of the Chinese strategy of peacefully overcoming the West, "Belt and Road," is intended to consolidate Russia's role as the strategic rear of the PRC according to the formula of relations of comprehensive interaction and partnership "back to back." Sky Politics theorists emphasize that the role of the rear will allow Russia to enter the new world order of the Community of Shared Future for Mankind together with China, on China's shoulders and at China's expense. Otherwise, according to Brzezinski's American formula, "the new world order led by the USA will be built against Russia, on the ruins of Russia and at Russia's expense." And if the countries of Central Asia from the Economic Belt of the New Silk Road have already been granted the status of a shared future with the PRC, then the Russia that exists has not yet grown to a shared future with China.

The main misfortune of today's liberal Russia of democratic choice consists in the fact that its ruling stratum consists entirely of friends of the US dollar, is saturated with the Western mentality, operates with Western schemes of politics and business, does not understand China, is inclined to inflate the "Chinese threat" and unconsciously fears the "yellow peril." To realize the Chinese dream, Beijing in practice is quietly building in the PRC a society of the Asiatic mode of production and Eastern despotism of the new era. Hence the third and fourth terms of rule of the new emperor of the red dynasty "Gong," Xi Jinping. Hence also the scheme of the "dual circulation" of money and economy of the new normality: the two-circuit monetary system invented in China in the 10th century is the foundation of the Asiatic mode of production. There is no alternative to the general course and line of the party, and there is Eastern despotism of the new era of Xi Jinping that began in 2013. With the motto of rule "for the common good" (共享未来). The essence of the Asiatic mode of production is in state tutelage of infrastructure construction with a commercial basis for the consumer market. Previously, the state financed the construction of canals, dams, roads, and bridges with paper money bearing the emperor's seal (chao). And the people bought and sold food, utensils, and clothing on the market for metal money (bi). Now infrastructure construction – high-speed railways, the 5G communication system, smart cities, new energy – will be financed by the digital yuan, while payment on the consumer market will remain in the people's yuan (renminbi) in banknotes or in electronic form from a card or gadget. The essence of the Asiatic mode of production of the new normality: Competition and freedom of entrepreneurship below under the complete control of the CPC above, while the basic sectors of the economy ensuring the sovereignty of the PRC may even be planned and loss-making. Already Deng Xiaoping, with the slogan "get rich," returned to the Chinese the traditional mentality of pragmatism, enterprise and accumulation. He unleashed the business activity of the masses under the strict control of the CPC from above over all aspects of society's life. The course of reform and opening up opened the way for the model of the PRC's advanced development. Access of the West to the boundless market of Chinese consumers was exchanged for technology. It converted the finances from exporting Chinese consumer goods into advanced Western knowledge and skills. Domestically, the people received money and began buying literally everything. Externally, China came out with a policy of merging with foreign capital and absorbing well-promoted brands. By the time of Xi Jinping's rule, the catch-up development model had exhausted itself. The PRC's share of the world economy reached 20% (RF – 3%). The size of China's middle class exceeded 400 million people. Poverty was eliminated everywhere. China ceased to be cheap. The consumer behavior of the masses changed – the people became satiated, and the traditional codes of pragmatism and accumulation (rather than the pursuit of progress, fashion, new models of prestigious brands) kicked in. Exports fell. The stage of transition to a new development model arrived, with a bet on the infrastructure construction of a new era of the information society, designed to run until 2035, when China will become a self-sufficient first-order technological power. The main question: at the expense of what will China achieve its technological leap? The answer: at the expense of sophisticated intelligence, subtle diplomacy, the help of the overseas diaspora (all Chinese, wherever they may be, are natural statists-nationalists), and a secret collusion with foreign business. That is – at the expense of stratagems. Just as the USSR received help from abroad for its nuclear project through the hands of world Jewry, so too will the PRC receive help from the Jews despite the position of the US, which seeks to torpedo the Chinese development model. For the Jews are carrying out their own "Solomon Plan" through the hands of China.

The PRC's constructive cooperation with the US is turning into rivalry for leadership in the new currency world and the new world order. In the knowledge economy, the winner will get everything. The status of territories was the main thing in the traditional agrarian society. In the industrial society, control over fossil energy resources (oil, gas, coal, uranium) became the main thing. In the information society, control over people's attention – over desires imposed on consumers – becomes the main thing. How can one not recall the Buddhist dogma here: "no desires – no suffering." In the single market of people's attention, big data in digital form belongs to the operators of world projects. And if the CCP is building in China and around it (BRICS, SCO) a society of the "supervised common good" (socialism), then the US giants – Google, Apple, Amazon, Facebook – are building the same kind of "inclusive capitalism" supervised by digital technologies. In both places, the capitalization of surveillance over users of information systems is underway. Where the capture of the attention of broad masses of consumers becomes self-expanding value. China's chances of realizing its dream – by 2049 to create around itself a Community of Shared Future for Mankind using the instruments of an Eastern despotism of a new guise – are far higher than the US's chances of driving the whole world into transhumanism merely with the instrument of the old state contract of power with business and science. "Putin's Long State" as a strategic rear is advantageous to Xi Jinping. The RF opened its market to Chinese goods without any conditions. The Kremlin supports all Chinese initiatives. The General Staff of the RF Armed Forces conducts joint demonstrations of force. The RF MFA repeats all the formulations of Chinese diplomacy. But it is advantageous only in the passive position of "all-around interaction" under the primacy of the PRC. The former "creator of Kremlin meanings" V. Surkov convincingly argued that the existence of "Putin's Long State" is impossible without expansion, with the dumping of problems and contradictions beyond the national territory. Such a dumping was the Special Military Operation of the RF in Ukraine, launched by the Kremlin on 24.02.22. In other words, it is precisely the Kremlin's active position in the armed conflict in Ukraine that is what hinders success in the peaceful overcoming, by the center of the world occupied by the PRC, of the two norths: the US and NATO. It is precisely this question that will become the main one in the talks between the leaders of the RF and the PRC in October at the 3rd "Belt and Road" forum in Beijing. That is why Beijing from the very beginning has advocated the swiftest possible end to the Russian-Ukrainian conflict not on the battlefield, but by political methods with reliance on the UN Charter. That is, the success of Chinese-Russian agreements during V. Putin's visit to Beijing for the "Belt and Road" forum is being hindered by disgruntled Russian "Z" patriots.
