ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS Continuation of the theme Three Belts, Two Paths Among the peoples of Russia, the first that does not consider itself European and has preserved statehood is the Kazan Tatars. It is they – the Tatars – who, by the traditional law of the Great Steppe, can become the initiators of the meanings of the family of peoples of non-Western civilizations – the heirs of the Unified State of Genghis Khan – in the civilizational project Greater Eurasia (which is also the red project of recreating the Union State USSR-2.0), relevant for the Russia that exists. The national pride of the Great Russians after 300 years of rule by the pro-Western Holstein – Gottorp – Romanov dynasty does not allow them, following the prophetic words of the poet, to acknowledge: “Yes. We are the Scythians. Yes. We are the Asians, with slanting and greedy eyes.” So the soul, sold for the comforts of the body, is drawn to the enlightened and comfortable West, into the common European home. Nevertheless, the greatest figure of the 20th century, the revolutionary who overturned the Romanov Russian Empire and created a unique non-Western multinational Soviet state, Ulyanov – Lenin, was a typical Asian “with slanting and greedy eyes.” And his successor in power, J. Stalin, having launched a campaign against admiration for and servility before the West, wanted to establish the conceptual independence of Russia as a self-sufficient Eurasian civilization striving into the future. However, after Stalin’s death, the real policy of the USSR followed the path of hidden convergence of real socialism with capitalism and, through perestroika, acquired the “common European” form of the New liberal Russia of democratic choice. In our time of tectonic processes of global transformation, Russia has found itself at a crossroads of a cunning choice – are we with the West or with the East – and is with difficulty groping for a third path that denies the two-headed Byzantine symbolism of “Moscow – the Third Rome,” and leads to the triumph of an otherwise possible non-Western organization of a heterogeneous society – the family of peoples “Greater Eurasia – the Third Horde.” The fundamental difference of the popular unity of different tribes in a family is that the bonds of relations here are ethics: what ought to be, what may be, and what must not be. In ethics, “five above”: the spiritual above the material, the common above the private, justice above the law, service above possession, power above property, plus 64 points of the Great Yasa (code of punishments) – for 200 years there existed the Unified Continental State of Genghis Khan “from sea to sea.” Its main uluses (territories with population) were: the Ulus of the Great Khan – China of the Yuan dynasty. The Ulus of Jochi – Rus’ and the khanates of Siberia, the Volga region, Kazakhstan and Kyrgyzstan. The Ulus of Chagatai – Central Asia. The Ulus of Hulagu – Iran and the Transcaucasus. Today these peoples are united within the framework of the Shanghai Cooperation Organization. The fundamental difference of the coming information society is the priority of the non-material factors of existence, what is historically called “good will” (goodwill). Where the interests of satisfying the needs of comfort and bodily satiety are covered by the joy of realizing the abilities of creativity, skillful labor and a just share in the common good (共享). Interests are covered by values. The bearer of values is culture. Therefore, in the civilizational project “Greater Eurasia,” the Economic Belt of the new Silk Road between East and West across the expanses of land must be supplemented by a political belt of the common ethics of the family of peoples and a cultural belt of the common values of non-Western civilizations (three belts).

For the reliability of the bonds of the society of the shared destiny of countries and peoples – the heirs of the Unified State of Genghis Khan in the new era – to the Maritime Path of the 21st century East – West it is necessary to add also, mainly, the water route North – South, connecting the Arctic Ocean with the Indian Ocean: from the western extremity of the Northern Sea Route in Russian Murmansk and on the Baltic, through the Caspian Sea with the Iranian port of Bandar Abbas in the Persian Gulf (two paths). The place of application of the force of the multinational and multiconfessional energy of Eurasia is on the Volga River in the Kazan – Astrakhan strip, where the hearts are nourished by sincere faith in monotheistic Islam (the Power of Heaven, the color green) in unity with the faith of Orthodoxy in the Holy Trinity (the Will of Heaven, the color light green). By the natural course of things in implementing the Caspian strategy (Three Belts, Two Paths) of the Greater Eurasia – the Third Horde project, the Kazan people could take upon themselves the initiative of filling the cultural belt of Greater Eurasia with events of the brotherhood of peoples with corresponding meanings and symbolism: sports games, arts festivals, competitions of “golden-handed masters,” etc. This would become a substantial supplement to the Chinese practice of Confucius Institutes and Liu Bang Workshops. Sky Politics theorists back in 2013 came forward with the “Kazan Initiative” of the open heart (published in the book: Devyatov A. Anti-Kipling. Moscow, 2014). Ten years later one can confidently say that the future of Eurasia was then predicted correctly. On the eve of the visit of Russian President V. Putin to Beijing for the third international forum “Belt and Road” at the end of October 2023, the Kazan Initiative for the new era could sound both relevant in meaning and timely in the situation on the world arena.
