Assessment of the course and line of the 3rd Plenum of the CPC Central Committee of the 20th Convocation, 15-18.07.24

Comprehension of deep meanings is achieved in no other way than through comparison with another. Another fateful 3rd Plenum of the CPC Central Committee of the 20th Convocation, which unfolded the course and line of China's socialist construction, took place in December 1978.

At that time, the "Union of clans around the throne of ancestors with hues of the color of the Middle State" (such is the original dictionary meaning of the eight characters of the phrase "socialism with Chinese characteristics": 中国特色社会主义) approved Deng Xiaoping's bold pragmatic course of "reform and opening up" (改革开放), which marked a turn from the command-administrative system of governing the country toward the market and liberalism. The turn led to large-scale economic growth of the PRC in the era of industrial society and changed the fate of 400 million Chinese who reached the level of prosperity of the middle class of developed capitalist countries.

Now the decisions of the 3rd Plenum of the CPC Central Committee on further comprehensively deepening reform and advancing Chinese modernization are intended, in the "New March" for the achievement by 2035 of the country's socialist modernization, to bring about a turn toward the full technological sovereignty of the PRC in the new era of the information society.

The Plenum emphasized: "In the face of a complex and tangled international and domestic situation, a new round of the scientific and technological revolution and industrial transformations, as well as new expectations of the masses, we must consciously assign a more significant place to reform and continue to comprehensively deepen it in close connection with the advancement of Chinese modernization." The Plenum approved a new concept for the development of a high-level socialist market economy.

Sky Politics, without the equivocations of propagandistic phraseology, will dare to call the goal of the planned changes a turn in the state-building of the PRC onto the path of the social ideal of the "Great Unity" (大同), where the pillars of Chinese civilization are the oriental despotism of the virtuous emperor and the Asian mode of production (亚洲式的生产方法制度), relying on the advantages of China's ultra-large-scale domestic market and the dual-circuit monetary system of the new currency world.

The goal of the capitalist mode of production is private profit. The goal of the Asian mode of production, where there is no private property, is the common good.

In the modern party terminology of the CPC, the ideal of the "Great Unity" (Datong) is called the "Community of Shared Future for Mankind" (人类命运共同体). The virtuous emperor is the indefinite rule of Xi Jinping with the reign motto "common good" (共享), and the Asian mode of production of the new era is the rejection of speculative capital as self-expanding value in the attainment of well-being and a return to the acquisition of grace (De) as wealth from that harmonious order of things which is called the Way of Heaven (Dao).

The Plenum emphasized: "It is necessary to strengthen confidence in one's own culture, develop advanced socialist culture, celebrate revolutionary culture, and inherit and spread outstanding traditional Chinese culture."

To understand the success of the implementation of the course of "reform and opening up," let us examine its supporting concepts in the Chinese mentality and the interconnection of the political line of the PRC leadership with the USA and the USSR.

At the same time, relations between the countries were called:

• PRC – USA: "constructive cooperation."

• USSR – PRC: "split and growing military danger."

• USSR – USA: "cold war."

The beginning of constructive cooperation between the PRC and the USA was laid by the visit of Chairman of the Military Council of the CPC Central Committee Deng Xiaoping to US President Carter in January 1979, immediately after the adoption by the 3rd Plenum of the new course of reform and opening up.

In the PRC, "the rifle gives birth to power," therefore it is precisely the post of Chairman of the Military Council of the CPC Central Committee, and not the general secretary of the party or the Chairman of the PRC, that grants the status of supreme leader.

It is noteworthy that confirmation of the obligations assumed by the PRC for constructive cooperation with the USA (against the USSR) was the military "counterstrike for the purposes of self-defense" against Vietnam, which China delivered on 17.02.79, 20 days after Deng Xiaoping's return to Beijing.

The secret agreement on constructive cooperation between the PRC and the USA was signed in Washington for a term of 20 years with the possibility of extension for another 20 years.

The core of constructive cooperation was the Agreement on Cooperation in Science and Technology of 31.01.79, which opened hundreds of joint programs that ensured a leap in the development of the PRC.

The extension of the union until 2019 took place during US President Clinton's visit to Beijing in 1998. This seemingly ideologically unnatural union of titans received the name Chimerica (China+America), existed for 40 years, ensured the victory of the USA over the USSR in the cold war, and was destroyed under President Trump, who decided to make America great again at China's expense.

At that time, the US bid to create a "big two" (G2) was rejected by China. In response, Secretary of State Pompeo stated that "China plundered our precious intellectual property and commercial secrets," accused Beijing of ingratitude, and declared the PRC the main adversary of the USA.

The reason why China rejected the US proposal for globalization according to the formula of the "big two" lies in the triplicity of Chinese strategy as an "endless path of cunning."

The binary scheme of relations with the United States was absolutely unacceptable for realizing the Chinese dream of reviving the greatness of the yellow peoples' nation, for under the cover of détente and strategic partnership in trade it in fact replicated the conditions of the USSR's collapse.

Following Deng Xiaoping's precept, the PRC leadership pursued a line of strategic and economic dialogue with the United States, for Chinese experts had concluded that the main reason for the CPSU's loss of power and the collapse of the USSR was the arms race and confrontation with the United States.

In 1974, Deng Xiaoping proclaimed from the rostrum of the UN General Assembly Chairman Mao Zedong's theory of dividing the world into three parts to be the greatest contribution to the treasury of Marxism-Leninism.

The theoretical foundation of Marxism in the struggle of opposites is binary – it is dialectical and historical materialism. European logic declares: "Whoever is not with us is against us. And the third is superfluous, there is no third."

Chinese logic, relying on the law of change in the linkages of three forces, constructs the scheme: "We ourselves, our enemies, and our allies." At the same time, "we ourselves" overcome "our enemies" at the expense of "our allies." In this scheme, China (we ourselves) turns out to be the winner from the confrontation between the USA (our enemy) and Russia (our ally) at Russia's expense.

The truth is always bitter. The riddle of history: how did professional Americanists Foreign Minister S. Lavrov and Putin's aide for international affairs Yu. Ushakov, while conducting the foreign and defense policy of the Russian Federation, manage to bring Russian-Chinese relations to the "highest level in history" while lowering Russian-American relations to the lowest level, to Beijing's delight, making Russia the main enemy of the USA and NATO.

Here it should be emphasized that Beijing never tires of repeating that Chinese-Russian relations are those of good neighbors "back to back," which is far better than bloc allied relations "shoulder to shoulder."

At the plenum it was emphasized that Chinese modernization is carried out while following the path of peaceful development. "It is necessary to firmly adhere to an independent and self-reliant peaceful foreign policy, and to promote the building of a Community of Shared Future for Mankind."

It is quite obvious that Trump's revanchist slogan "make America great again" in the new era of the information society is connected not with building up military might (The USA abandoned the modernization of its missile-nuclear potential) but with the implementation of the tasks of the technological revolution, above all in the area of new energy, the genetically modified human, robotics, and artificial intelligence. And the realization of the Chinese dream is connected with the task of the PRC's complete technological independence by 2035, which cannot be solved without intellectual donor support from the United States.

It is noteworthy that against the backdrop of the USA's abandonment of modernizing the old Minutemen and Trident missiles, the defense policy of the Russian Federation, in accordance with the Patrushev doctrine, consisted in intimidating the USA by building up the RF's missile-nuclear potential with new weapons: Sarmats, Avangards, Poseidons, etc. But the practice of waging WWIII of a new hybrid type has shown that the instruments of strategic deterrence of an industrial society no longer work.

China's revision of its defense and foreign policy took place half a year after the 20th Congress, when the newly appointed foreign minister and defense minister were removed from their posts.

Russia's revision of its defense policy began with Patrushev's dismissal from the key post of Secretary of the Security Council of the Russian Federation and the replacement of the head of the military department with a civilian minister.

Therefore, with Trump's return to power, Beijing will surely try to return to the American proposal of the "big two" (G2), deploying the linkage of three forces in such a way that the USA becomes China's ally of the new era, while the USA's enemy, by the natural course of things, will be the liberal Russia of Putin's Long State.

The deployment of the Chinese stratagem with the repolarization of "our enemies" and "our allies" in the linkage of three forces PRC – USA – RF, in the milieu of Russian friends of the US dollar, will lead to a rise in the primordial sentiments there of a growing "yellow peril."

The grounds for anti-Chinese sentiments and actions will be:

• The fresh strategy of consolidating the SCO around the PRC until 2035.

• The secret doctrine "three norths, four seas" with the peaceful overcoming of the North American United States, the North Atlantic Alliance (NATO), and the north of Eurasia (Siberia), dated 1993.

• The basic strategy of shifting the PRC's strategic borders beyond the national territory on land, in the world ocean, at the poles, and in space.

Sky Politics never tires of showing that the Kremlin's successful counter-game consists in transitioning from the model of the Great Chessboard, foisted upon it by the American political heavyweight Brzezinski in 1997, to the model of the Card Table of History, worked out by Sky Politics theorists since 2005.

For this it is necessary:

• To abandon the chimera of a multipolar world, which has placed Russia in a position of strategic loneliness, attracting only the friendly Gabon, Uganda, Congo, Eritrea, and Nicaragua.

• To recognize Russian civilization not as the North, but as the Light from the East of pre-schism Orthodoxy.

• To bid farewell to the doctrine of bowing before the West, "Moscow – the Third Rome," which was failed by the synodal Orthodoxy of the ROC.

• To adopt the position of conceptual self-sufficiency and reliance on one's own forces with a civilizational project copied from no one: Greater Eurasia – the Third Horde.

• To transfer Russian-Chinese relations onto the bonds of the ethics of the family of peoples of non-Western civilizations. Where China will be the strong elder brother-protector, and Russia the wise elder sister-mentor.

• Change the backward-looking motive of the worldview of the "restraining" conservative power to a forward-striving motive of "seizing the future," with the transformation of Rus’ into the cherished "kingdom of truth."

Then the chess zugzwang of the RF \ NATO on the Ukrainian theater of operations of WWIII can be converted into a variant of ending the current round of the Great Game of the six world projects of 2021 - 2024 that is winning for Russia, by playing along with the masters of money matters of the "Solomon Plan" and China.

The alternative of the Great Game looks like this:

Either on the chessboard a new world order led by the USA will be built against Russia, on the ruins of Russia and at Russia's expense.

Or Russia will substitute the game and enter the new world order together with China, on China's shoulders and at China's expense.
