ACADEMY OF DEVELOPMENT MANAGEMENT – INSTITUTE OF SKY POLITICS Towards Putin's May 2024 visit to the PRC The contradiction of contemporary Russian-Chinese relations is the "blue" liberal character of power in the New Russia of democratic choice and the "red" socialism with Chinese characteristics. This contradiction can be resolved as follows: 1). If in the "alliance of democracies" of the countries of Western civilizations relations are built on the common values of liberalism, then the relations of "strategic interaction" of good neighbors, the Russian Federation and the PRC, are built not on values but on interests. Against the backdrop of the tectonic processes of global transformation, the international situation demands the strengthening of the unstable base of national interests of the Russian-Chinese partnership. This can be done by a maneuver upward. One need only rise above the contradictions of different "blood and soil," confessional dogmas, and ideological priorities to the level of the foundations of the traditional ethics of our peoples of non-Western civilizations. Ethics is what ought to be, what may be, and what may not be. Thus, Confucian ethics (the color red), the ethics of the Islam of the heart (the color green), and the ethics of pre-schism Orthodoxy (the color violet) are not contradictory and are complementary to one another. The Will of Heaven is triune. That is why the color gamma: red (with blue) – green (with blue) – violet (with blue) is imprinted on the pre-schism Orthodox icon of the "Holy Trinity." The addition of the colors of the garments of the Trinity yields the white color of the Spirit of Truth (Chinese: Shen). 2). In order, from the level of national interests, to perform a maneuver upward to the level of the values of ethics, the Russian Federation and the PRC are called upon, instead of the Treaty on Good-Neighborliness in force until 2025, to prepare and conclude a new treaty on the principles of relations. The policy of the PRC is aimed at jointly building a Community of Shared Future for Mankind (共同构建人类命运共同体). Whereas Russia, having adopted the course of state-building of a strong sovereign conservative power, intends to create a family of peoples of non-Western civilizations. Both the one and the other are cemented by the ethics of a solidary society, and not by the ethics of the rights and freedoms of the individual of Western society. Thus, the new document can be called: Treaty on the Shared Future of the Family of Peoples of Non-Western Civilizations. Against the backdrop of the tectonic processes of global transformation associated with humanity's transition from an industrial society to an information society, the priority in relations between the Russian Federation and the PRC should remain strategic interaction between neighbors. 3). The properly military part of the treaty must be clearly set out as a mutual strategic rear "back to back," but not a military alliance along the front "shoulder to shoulder." The rear is that which is not given up, that which, unlike the changeable line of the situation along the front, is immobile and on which one can lean. The mutual strategic rear of the Russian Federation and the PRC "back to back": - Frees the parties from allied obligations to conduct joint combat operations along the front (in the east – Taiwan and the USA; in the west – Ukraine and NATO). - Fixes the delimitation of responsibility along the actual line of the border, rids them of "just demands" regarding "historical territories," and guarantees the stability of economic activity and the joint development of resources. - Ensures mutual benefit and observance of parity in the exchange of the Russian Federation's natural resources and innovations for the PRC's machines, equipment, technology, and labor resources.

- Guarantees a joint transition to a new technological order. At the same time, the main burden of responsibility in displacing the USA from the position of world leader will rest on China in its non-military offensive actions along the front in the Pacific zone. Thus, by the natural course of things, the task of Russia's transition into the new world order of the information society will be realized together with China, on China's shoulders, and at China's expense. 4). In the social part of the new treaty, the obligation should be fixed to create a cultural belt of traditional values as a common informational bond of the shared future of the family of peoples of Greater Eurasia, above the interests of the economic belt and maritime logistics of the New Silk Road. 5). In the new treaty it is desirable to prescribe the conjugation of our countries and peoples in the spiritual sphere, where in the family of Eurasian peoples China is the elder brother-protector (aggregate power), and Russia is the elder sister-mentor: the lot of the Spirit of Truth, in grace (Chinese: De) giving birth to the invention of the new, the unprecedented. the white dove of the Spirit of Truth as a symbol of the shared future of the peoples of Eurasia (the spiritual unity of the red culture with the purple of power from heaven) At the same time, Russia would position itself not as the North (the white bear on the blue flag of the ruling party United Russia), but as the sacred energy of the East (in characters, Orthodoxy is the Eastern correct teaching) stretching across Eurasia from the date line in the Bering Strait of the Pacific Ocean.

China, Rus', the peoples of Central Asia, Iran, and Transcaucasia in the 13th–14th centuries lived for 200 years in the Single State of Genghis Khan (the First Horde), and then in the 20th century – in Stalin's Socialist Camp (the Second Horde). The single Eurasian state of Genghis Khan "from sea to sea" included four uluses: the Ulus of the Great Khan – emperor of the Chinese Yuan dynasty. The Ulus of Genghis Khan's eldest son Jochi – the Golden Horde. The Ulus of Chagatai – Central Asia, and the Ulus of Hulagu – the Caucasus and Iran. The state delimitation between the Muscovite Tsardom and the Qing Chinese Empire in Eastern Siberia along the Argun River and the Stanovoy Range occurred only in 1689 with the signing of the first diplomatic act: the "Treaty of Nerchinsk." The subsequent treaties between the Russian Empire and Qing China in the 19th century: the Aigun (1858) and Beijing (1860) – are recognized as unequal. And to this day they serve as a moral basis for the PRC's "just demands" toward the Russian Federation on the territorial question (the claims were fully settled in 2005). 100 years ago, on 31 May 1924, in Beijing the first Soviet-Chinese Agreement on the establishment of official diplomatic relations was signed. The Soviet Union renounced the concessions that had belonged to tsarist Russia, consular jurisdiction, and the rights of extraterritoriality for its citizens. The parties undertook not to interfere in each other's internal affairs and not to conduct hostile propaganda. The Chinese Eastern Railway was recognized as the joint property of the two countries and a purely commercial enterprise. The Chinese Republic for the first time achieved from one of the great powers a voluntary renunciation of rights and privileges that violated its sovereignty. 75 years ago, in October 1949, diplomatic relations were established between the Chinese People's Republic and the Union of SSR, which was the first state to recognize the new government of China. On 14.02.1950 in Moscow the Treaty of Friendship, Alliance, and Mutual Assistance between the USSR and the PRC was concluded. The treaty was sealed in blood during the Korean War of 1950–1953. 16.07.In 2001 in Moscow, Russian President Vladimir Putin and PRC Chairman Jiang Zemin signed the Treaty on Good-Neighborliness, Friendship and Cooperation, now already between New Russia and People's China. Contemporary Russian-Chinese relations are officially defined by the parties as a comprehensive, equal and trusting partnership and strategic interaction. Against the backdrop of a Third World War of a new hybrid type, this treaty has become outdated, for it does not touch upon the fundamental issues of post-war relations of the new currency world and the world order of the new epoch of the information society. The tectonic processes of global transformation require the conclusion of a new treaty corresponding to the realities of the new epoch. The Institute of Russian-Chinese Strategic Interaction (俄华战略合作协会) proposes the aforementioned six points as information for reflection with a view to filling with meaning the visit of Russian President Vladimir Putin to China in May 2024.
